The Women Entrepreneur Financing & Investment (We-FIT) Toolkit provides practical guidance for designing and implementing programmes that improve access to finance and investment for growth-oriented women entrepreneurs (WEs), particularly in developing economies.
Why It Matters
Women entrepreneurs represent a significant and growing share of global business activity. However, women-led SMEs face an estimated financing gap of between USD 1.5 and 1.7 trillion. Structural barriers such as restrictive gender norms, limited collateral ownership, lack of formalisation, restricted professional networks, and financial literacy gaps continue to constrain their growth and access to capital.
The toolkit builds a compelling case for investing in women entrepreneurs from three perspectives. From an economic growth standpoint, closing the gender gap in entrepreneurship could significantly increase global GDP. From a business perspective, women-led enterprises often demonstrate strong repayment rates and represent a profitable yet underserved market segment. From an impact perspective, women tend to reinvest up to 90 percent of their income into their families and communities, contributing to improved education, health, and long-term development outcomes.
Who It Is For
The toolkit is designed for development cooperation practitioners, policymakers, financial institutions, and project designers working in women’s economic empowerment. It complements other GIZ resources focused on women’s financial inclusion and entrepreneurial ecosystem development.
What the Toolkit Covers
The toolkit begins by strengthening understanding of women entrepreneurs. It provides clear definitions and classifications of women-owned and women-led SMEs, outlines different entrepreneur profiles such as start-up founders, growth-stage leaders, and necessity entrepreneurs, and examines financing needs across business life cycles—from start-up and survival to growth and sustenance. It also addresses common myths and stereotypes that limit women’s access to capital.
In mapping the financing ecosystem, the toolkit outlines the various funding sources available at different stages of business development. These include founders, friends and family, microfinance institutions, commercial banks, FinTech providers, angel investors, venture capital and private equity firms, institutional investors, and insurance providers. It also introduces innovative financing instruments such as asset-based lending, gender bonds, crowdfunding and peer-to-peer lending models, as well as mezzanine financing.
The toolkit further highlights gender-specific constraints that affect women entrepreneurs. These include limited collateral ownership, concentration in low-growth sectors, disproportionate care responsibilities, digitalisation gaps, and social norms that restrict asset ownership and financial decision-making power.
Recognising that finance alone is not sufficient, the toolkit emphasises the importance of supporting functions and an enabling environment. Key ecosystem enablers include acceleration and incubation programmes, access to affordable childcare, digital payment systems, movable collateral registries, the collection of sex-disaggregated data, and broader business environment reforms.
To support implementation, the toolkit provides structured project design guidance. This includes conducting diagnostic assessments, designing targeted interventions, implementing programmes effectively, monitoring and measuring results, and managing risks. It incorporates case studies and practical tools to apply gender-lens financing strategies in real-world contexts.
Overall Purpose
The Women Entrepreneur Financing & Investment Toolkit aims to bridge the financing gap for women entrepreneurs by offering a structured, evidence-based, and actionable framework. By unlocking capital, addressing systemic constraints, and strengthening financial ecosystems, it supports inclusive and sustainable economic growth.
